Public-Private Partnerships (PPPs) and environment

This article initially presents the problem of the difficulties of reconciling the legitimate interests of two parts, namely, the environment and the economy, as the biggest obstacle to be overcome by Environmental and Administrative Law. It then focuses on the goals of the United Nations Environment Programme (UNEP) and its encouragement of partnerships that integrate the private sector in a new culture of environmental responsibility. It discusses the process of environmental decentralization, especially within the State of São Paulo. The article concludes with a brief history of the emergence of Public Private Partnerships (PPPs) and demonstrates the benefits of its application to the environment, specifically with regard to sanitation.
