Abstract

Global governance of artificial intelligence (AI) faces critical challenges due to the diversity of interests among governments, international organizations, and the technology industry. This study investigates mediation as a strategic tool to harmonize regulations, build trust, and facilitate dialogue among the various stakeholders involved. The central problem lies in the difficulty of creating a global regulatory framework that balances technological innovation and ethical standards. The hypothesis tested suggests that mediation can play an essential role in bridging divergent interests, enabling ethical and inclusive governance. The general objective is to analyze the feasibility of mediation as a conflict resolution instrument related to AI. The specific objectives include examining global regulatory challenges, identifying the historical contributions of mediation in international conflicts, and proposing guidelines for its application in the AI context. The research adopts a qualitative and exploratory methodology, based on a bibliographic review and document analysis, utilizing reports from organizations such as the UN and national and international legislation. The main findings indicate that, despite institutional and cultural challenges, mediation proves to be an effective strategy, particularly in multilateral scenarios where different regulations coexist. It is concluded that mediation can serve as a pillar for AI global governance, provided it is supported by robust institutional frameworks and active participation of multiple stakeholders, promoting a balance between technological innovation and ethical security.
