Abstract

The set of economic enterprises that have a self-management inspiration has been called solidarity economy since the middle of the nineties in Brazil. It has emerged as a kind of popular reaction against unemployment. Along with members of various supporting entities, workers of so called solidarity enterprises have established a movement organized through meetings, fairs, networks and forums. The solidarity economy has also become a federal public policy implemented by the Labor Ministry. However, public national surveys have pointed out a considerable level of precariousness and vulnerability in the solidarity enterprises that have been surveyed. Based on those data and also on available research results in the specific literature, this article discusses the comparison between the political project and the empirical reality of the solidarity economy.

Key words: solidarity economy, public policy, social movements.
