Management and legitimation of municipal land property: notes on property rights to urban land based on the case of Santa Maria (Rio Grande do Sul, second half of the 19th century)

Abstract

This work aims to reflect on the origin and uses of urban land in Santa Maria/ RS based on some theoretical-methodological proposals of the Social History of Property. It starts with the context of land management by the Municipal Council to visualize possible interpretations for property rights to urban land. The observation is focused on agents and social practices involved in the local urban land issue. For this purpose, documents of different origins are used, in addition to national and provincial laws and specialized bibliography. It is shown that urban land in Santa Maria originated from non-absolute property rights and that its management, throughout the Brazilian imperial period, occurred through the maintenance of these same rights.
