Social movements, citizenship, and the right to community communication in public policies

This paper discusses the inter-relations amongst communication, social movements and citizenship, seeking to situate the question of the right to communication as a human rights’ dimension. Based on a bibliographical research, concepts of citizenship and social movements are briefly defined. Subsequently, it is analyzed communication constructed in this universe, as well as the educative/communicative process, and the absence of community communication in the debates on public policies of communication in Brazil. As a conclusion it has been found that community communication and the alternative journalism express a rich diversity of practices and contribute to enhancing the citizenship status.
