World Bank and public policies to higher education in Brazil

Abstract

The study of modifi cations in the higher education framework from the infl uence of international organizations focuses on the analysis in the Brazilian state from 1995 to 2010. The objective is to verify the changes that have happened in this teaching system in many professors, graduates and professors and workers’ compensation involved in higher education. The research is in the Economic Education area and aims to analyze the movement of higher education in the face of neoliberal economics, in a critical debate’s view. It is a quantitative, qualitative and documental research. It was observed that professors, even the ones who were more prepared and with more students earn 24% less, during the studied period; moreover, it was noticed that a bigger amount of graduates results in more workers with higher education in the labor market. However, this higher qualifi cation does not result in higher salaries, on the opposite, it is reduced in 27% during the studied period. It was observed, through the indicators used, that the orientations given by the World Bank were applied in the area of higher education, causing an expansion of the area that was adapted to the formulations of this multinational organization.

Doutor em Educação no Programa de Pós-Graduação em Educação da Universidade do Vale do Rio dos Sinos (2013). Mestre em Agronegócios pelo Programa de Pós-Graduação em Agronegócios da Universidade Federal do Rio Grande do Sul (2002). Graduado em Ciências Econômicas pela UFGRS (1990). Professor Licenciado da Universidade de Caxias do Sul, Professor e pesquisador do grupo de Gestão do Desenvolvimento e Inovação Organizacional do Centro Universitário La Salle (Unilasalle) e coordenador do Observatório Unilasalle: Trabalho, Gestão e Politicas Públicas. Investiga assuntos relacionados ao mercado de trabalho, a economia da educação, as políticas públicas e ao ensino superior.

Possui graduação em História pela Universidade de Caxias do Sul (1968), mestrado em História pela Universidade Federal Fluminense (1983), doutorado em Educação pela Universidade Estadual de Campinas (1998) e pós-doutorado em Educação pela Universidade Estadual de Campinas (2010). Atualmente é professora titular 1 da Universidade do Vale do Rio dos Sinos - UNISINOS. Tem experiência em História e Educação, atuando principalmente nos seguintes temas: Rio Grande do Sul, História da Educação e Políticas educacionais.
