Abstract

This article analyzes the normative fragmentation in the protection of riverbanks in five small cities along the Piranga River (Minas Gerais, Brazil) in light of Law No. 14.285/2021, an update to the Brazilian Forest Code that allows municipalities to define, through local legislation, distinct Permanent Preservation Area boundaries in consolidated urban zones. The research adopts a qualitative approach, combining documentary analysis with a comparative review of local urban and environmental legislation, supported by cartographic outputs generated via QGIS. The cartographic analysis shows the overlap of urbanized areas with APPs and flood risk zones, exposing disconnections between legal norms and territorial reality. It concludes that normative fragmentation undermines the ecological and social functions of urban rivers, highlighting the urgency of coordinated policies for effective environmental protection.
