This paper investigates the current matters of the State regarding globalization and cosmopolitanism. It is about redesigning the State that does not overrule – that is, that does not repeat the known statistical errors that do not allow defense – but that demands the companies to meet both the labor and ecological norms; to punish the delinquents especially the ones that steal public property.
