Contratación estatal en Colombia y el uso de la inteligencia artificial para la lucha contra la corrupción

Abstract

¿En qué medida la IA podría identificar la detección de fraudes y corrupción en la contratación estatal? El objetivo de este artículo es responder a este interrogante desde un enfoque basado en derechos. Para tal fin, el texto se divide apartados que atienden a cuestiones que tratan la relación entre Estado, contratación y tecnologías disruptivas; posteriormente, se compara por países algunos sistemas de IA que combaten la corrupción; finalmente, se estudia uno de las IA que usa Colombia para combatir la corrupción en la contratación estatal y se plantean conclusiones.
