Analysis of the Institutional Capacity in the perspective of rural territories cearenses

Abstract

The modern State is closely linked to the notion of institutionalised power, therefore, the administration should act by means of individuals observing the institutional dictates. That is the reason to study the Institutional Capability of the four territories in the State of Ceará, which are monitored by the CNPq-MDA project under the coordination of the UFC. The Institutional Capacity was expressed by a general index that takes into consideration the institutional structure, tools of municipal management, and organizational capability. The data was gathered through the application of 168 questionnaires in December 2013. This study found that the territory of Inhamuns-Crateús showed the highest Institutional Capability in relation to other territories and the territory of Backwoods of Canindé, with the lowest Institutional Capability index and all other dimensions taken into consideration.
