Architectural heritage of cities in the state of São Paulo: preservation as a city planning issue

Abstract

The article analyzes and tries to understand the role of protected buildings in the rehabilitation measures undertaken in historical central areas of cities in the state of São Paulo, starting with the study of the historical areas of Santos and Campinas. Due to the lack of bibliographical or technical data of systematic nature, such as theoretical studies underlying city planning projects or programs that have been proposed or executed, two approaches were used by the author: an examination of the present status of the use and appropriation of public buildings and spaces of historical significance and the analysis of the range of the existing instruments, as well as forms of grassroots participation in the decision-making processes. The article describes a part of that study, focusing on the way these buildings were used over time and particularly while they were under the protection process.
